I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter No. 35599 of the 12th

instant, forwarding a copy of a despatch from the
Governor of Hongkong enclosing regulations issued by
him concerning the use of ports in Hongkong by foreign
men-of-war, together with copies of correspondence bet-
ween the Governor and the French and German Consuls in
the Colony on the subject.
Sir Edward Grey is not aware of the reasons which
prompted the instructions on which the Governor appears
to have acted, but he is disposed to share His Excel-
lency's opinion that the rule may give rise to practi-
cal inconvenience. It is also to be feared that it
may lead to diplomatic representations from other Gov-
ernments and to the adoption at foreign ports of re-
taliatory
